About the Publisher

The Planning Desk is published by John Osborne, AICP, principal of Green Street Associates, LLC, a Florida-based planning consultancy. John Osborne holds the American Institute of Certified Planners (AICP) credential and has more than thirty years of experience in urban planning as a practitioner, consultant, and expert witness. His public-sector experience includes service as a planning director and in local government administration.

Nature of the Consulting Practice

Green Street Associates, LLC represents public-sector, private-sector, and community clients across the full range of Florida land use matters. Engagements have included representation of cities and counties on comprehensive plan and land development regulation work; representation of developers, property owners, and applicants on entitlement matters; and support for neighborhood organizations, HOAs, and community groups on land use engagement. Green Street Associates continues to accept engagements from clients across all three categories without prejudice.

Editorial Position of The Planning Desk

The Planning Desk is a planning and civic education publication. It provides procedural and educational information about how the land use and development review process works in Florida and, more broadly, in the United States.Positions taken in The Planning Desk are educational and procedural — how the process works, how to engage in it effectively, what documents and criteria govern outcomes. The Planning Desk does not advocate for or against any specific project, applicant, property, jurisdiction, or ballot measure, and no editorial content is paid or sponsored.

Conflict Management

John Osborne accepts consulting and expert witness engagements at Green Street Associates subject to a written conflict check that includes review of his published work. Where a prospective engagement would involve advocating a position materially different from a position taken in The Planning Desk within the prior three years, the conflict will be disclosed in writing to all affected parties consistent with the AICP Code of Ethics and Professional Conduct, Rule 19.The publication of The Planning Desk is a matter of public record.
